ABOUT US

The Housing Authority of Mathis (MHA) will strive to ensure that decent, safe, affordable housing conditions are available to residents of the community. The MHA will work to achieve excellence in the properties we own and manage, and programs and services we provide. 

We are governed by a five-member board appointed by the Mayor.

Our staff and board are committed to the goal of providing affordable housing to those who need it.

 

MEET OUR STAFF

Executive Director - Joyce (Joey) Shumaker. 

Joey moved to Corpus Christi from Minnesota in July, 2025, and started with our agency in October, 2025. She has vast housing experience including working for the Housing and Redevelopment Authority in Minnesota.  Her past experience includes Section 8, Public Housing, Senior Housing and City Council, Third Ward.

Deputy Director - Rudy Hernandez.

Rudy has worked for the Mathis Housing Authority since 1998! He started as a laborer and within 3 years was promoted to office clerk, then Public Housing Specialist, Section 8 Specialist, Office Manager and now, Deputy Director.  He has worked every role in this agency and is well versed in all areas.

Maintenance Supervisor - Juan L. Miranda.

Juan joined our agency in 2008 in our maintenance department.  He was promoted to Maintenance Supervisor in 2018.  He oversees our maintenance department for all of our properties and is very knowledgeable in all areas.

Executive Assistant - Marissa Rosales

Marissa started with the agency in October, 2022,  as an Office Clerk and was promoted a year later to Office Manager.  She was recently promoted to the Executive Assistant position.  Marissa is currently in charge of Public Housing and assisting with all other programs.

Administrative Clerk -  Celeste Huerta. Celeste is a military wife that started with our agency in November, 2025.  She works part time at the front desk to accept and review applications, handle maintenance requests, rent payments and phone calls.  

OUR PROGRAMS

 

HOUSING CHOICE VOUCHER PROGRAM(HCV)(SECTION 8)

The HCV program is a rental subsidy program that provides low-income families with a voucher that can be used in the private market with participating landlords.

Public Housing

Income eligible participants pay no more than 30% of their monthly adjusted income for rent and utilities at one of our Public Housing Communities - Fulton, Encino and Rockport (Senior Housing).

Texas Street New Construction Program

Income eligible participants pay no more than 30% of their monthly adjusted income for rent.

 

APPLICATION PROCESS

Applications are available in our office during office hours or after hours located just outside of the office door.

The applicant will complete the application and return the completed application to the office.

The head of household, and all household members over eighteen (18) years of age must sign the application and all required forms.

Applications are date and time stamped when received, fully completed and signed.

Applicants will be screened and placed on the appropriate waiting list in the order that they applied according to date and time.

Applicants will be called in the order that they applied when vouchers or housing become available.

The MHA will schedule an applicant interview. 

If the applicant cannot attend, it is the applicant's responsibility to inform the MHA, prior to the scheduled interview. 

If the applicant fails to attend the scheduled interview and does not contact the MHA to reschedule, the application may be denied admission. The applicant may reapply at a later date.

All family members eighteen (18) years of age or older to attend the interview.

All information provided by the applicant will be verified to determine applicant eligibility before the applicant is issued a voucher or placed on the waiting list.

After verification, a final determination of eligibility will be made.

APPLICANT RESPONSIBILITIES

  • Applicants must inform the MHA, in writing or in person, of all changes in household, telephone number or address.
  • Applicants must respond to requests from the MHA.
  • Mail that is returned by the U.S. Postal Service may result in removal from the Waiting List.
  • Exception: If the applicant did not respond to the MHA request because of a family member's disability, the MHA will reinstate the applicant in his/her former position on the Waiting List.
